The results obtained are correlated with an earlier proposed set of models of interaction between the authorities and society. The article concludes: in the conditions of a mono-centrist political regime, the one which is very close to authoritarian, some of the institutions, in particular, the Community Council and the Commissioner for human rights in 2010-2012 acted within the paternalistic model, others, like the Coordinating Council of Non-Profit Organization and the Commissioner for the rights of the child, promoted the partnership model.
