	abstract = {The article deals with efficiency networks, representing organizational structures created to solve problems in spheres of local government. It starts with the introduction to the efficiency networks concept as an instrument in overcoming challenges in municipality service delivery, including the theoretical foundation and existing practical experience. The Norwegian model of efficiency networks provides an example of effective cooperation between local authorities and scholars, demonstrates advantages of evidence-based decision making that includes profound analysis of statistical data and opinions of service users. There were considered the experience of the application of effi ciency networks in Poland and Ukraine, analyzed the features and peculiarities of research and data processing, proposed algorithm of the projects, and highlighted the results of their implementation in the article. The results of the efficiency networks&rsquo; application were summarized, their practical importance was defi ned, and their infl uence on the quality of public services provided by the municipalities was presented. The article covers the process and outcomes of the projects considered, reflects on some of the achievements of the Norwegian, Polish and Ukrainian efficiency networks as well as the main findings and lessons learned.},
