CITIZENS’ ASSESSMENT OF THE IMPACT OF SUPERVISORY AUTHORITIES ON ENSURING AND PROTECTING VALUES SECURED BY LAW

Abstract

One of the key tasks of the Russian state is to ensure and enhance the protection of legally secured values that are important to citizens – human life and health, property, etc. – from the risks of harm (damage) being inflicted upon them. The success of solving this problem largely depends on how systematically the opinion of citizens about the influence of regulatory authorities on this process is identified and taken into account. First of all, regarding the result of their appeals to the supervisory authorities in order to ensure the protection of legally guaranteed values. An opinion poll of citizens is proposed as a method of investigating the problem. To this end, with the participation of the authors, the RANEPA all-Russian opinion poll, conducted annually since 2018, includes questions that reveal how citizens assess the impact of regulatory authorities on ensuring and improving the protection of legally protected values. The results of the analysis of the answers to these questions in the RANEPA opinion poll in 2025 confirmed relevance of the study: 37.3% of citizens in the two years preceding the survey had encountered cases of risks of causing or harming legally protected values. The study showed that positive outcomes from seeking protection of legally guaranteed values from state-controlled risks of harm encourage citizens to give higher ratings of the protection of legally guaranteed values. More than half of the respondents consider increasing the accessibility and quality of their interaction with regulatory authorities to be necessary measures to increase the protection of legally securedd values. It implies that caring for the growth of the proportion of citizens' appeals to regulatory authorities for assisstance in protecting legally secured values and the proportion of those appeals that result in a completely positive outcome for the applicant, can be considered one of the key measures to increase the security of legally protected valuables. It is advisable to include it as such in strategic documents on improving state control (supervision) when they are updated.
