Retail trade presented a most liberalized market segment since the beginningof 1990s in the Russian economy. Suddenly, the state was brought back in bymid-2000s. Th e Federal Law ‘On Main Provisions for State Regulation of TradingActivity’ was adopted aft er continuous and furious debates. Where did a demandfor the state regulation come from? Which arguments were suggested by majorpolitical and market actors? How did political and symbolic struggle develop ondiff erent stages of this debate? What outcomes and compromises were achievedeventually? Th e author tackles these issues using the data collected from two seriesof in-depth interviews with the market actors and political experts as well asrecords from the meetings of ministerial expert groups. |

Reforms of the public administration are necessary conditions for social andeconomic development of the country, competitive national economy, citizens’involvement and responsibility. Each country is specifi ed a set of reformswhich refl ect their economy and society development standard as well as politicaland cultural features. As for the Russian Federation the following trends of the enhancing ofthe executive power functioning in general and some administrative processes(functions, services) in particular are topical: implementation of the administrationtechniques according to their results; promoting the management personnelpotential; and, defi nitely, the search of the ways to solve the issue of corruptionand the civil service ethics. |

In spite of the necessity to modernize the economy the state is obliged to supporttraditional branches of industry as they are the principal source of taxproceeds and jobs. Such support contradicts the modernization policy, slowsdown its progress, though it is inevitable to maintain balance of the system andto prevent crisis situations.Th e goal of the article is to sum up the directions of the regional governmentactivity to provide economic growth with the minimal participation of the state. |

Th e article focuses on the development of theapproach in psychology, and its applicability for studying relationship betweenindividuals and groups of people in an institution. |

Federal legislation provides only minimal and insuffi cient regulation of the statusand activities of the regional audit institutions in Russia. Due to this themain developments in the regulation of state audit and regional audit institutionsin Russia happen on the regional level.Th e article describes the process of adoption and the main features of thenew Law of the City of Moscow “On the Chamber of Control and Accounts ofMoscow” including aims and powers of this public body, its independence and accountability,types of its activities, and the process of planning of its activities. |

A lot of legislations are made in the process of public administration, municipalmanagement and economic activity of the respective offices. Th oughthese acts of legislation help to solve important aspects of socio-economic development,their quality does not provide effective management, regulation andmonitoring. Th e eff orts made to prepare and pass the bills are not always adequatetheir realization actions and analysis of their eff ects. A group of scientists fromthe Institute of Legislations Research and some law professors (U.A.Tihomirov,E.V. Cherepanova, B.M. Baranov) analyze this hypothesis within the frame work of the theme “Monitoring is a means to analyze the effects of normativelegal acts”.
