The role of law as the major regulator of social relations has been commonly recognized Such recognition implicates a scholastic element, namely, the very fact of adopting a law or any other statute is regarded as a legal act of consequent practical results. But, alas, the traditional hypothesis has proved to be unproductive, ineffective. Numerous law-breakings in economy give testimony to this, with the abundance of laws existing in country. This is the reason why a group of scientists from the Institute of law Research of the state university – High School of Economics, and from other academic institutions (U.A. Tihomirov, the leader of the group, A.V. Kashanin, C.V. Tretyakov, E.A. Mishina, C.V.Vasilyeva, V.M.Baronov, M.A.Pshenichnov) investigated legislation effectiveness in the economic Sphere within the framework of the scientific research developments. A new hypothesis underpins this investigation. It reads as follows: is it possible to detect correlative links between the aims of law influence, its means and results in the field of economy? |

An employer has a wide range of ways to select an employee for the vacancy, who fits the organization best. One of the ways is a psychological testing, which consists of collecting information about the psychological peculiarities of the candidate. The article defines the main rules and conditions of testing and concludes that testing the personal psychological qualities of civil servants during the vacancy competitions held in the public management service with the subsequent employment into the staff reserve, is an acceptable measure but not a binding one. |

Contribution to development of charity practice of citizens and organizations, and also to extension of voluntary activity is classed among the top priority directions of Russia’s social and youth policy. In this context state authorities have developed the Concept of assistance to development of in the Russian Federation. Author offers an empirical verification of statements and ideas of the given Concept on the basis of results of all-Russian representative poll conducted by State University – Higher School of Economics in cooperation with Russian Public Opinion Research Center. The article discloses problems of population’s perception of charity agents and a trust to them. An attitude of Russians on the question of mutual relations of authorities with donors and charitable organizations, as well as about directions of governmental support for the charities is also characterized. |

Contracting critics suggest that when governments outsource, they reduce their capacity to produce services and manage service delivery. In this paper, we decompose the service delivery decision into service production and service management components. When governments contract for service production, they may also choose to contract for a portion of service delivery management. Studies that only compare the management activities of contracting and direct service delivery governments, without examining the management activities contracted to vendors are likely to be incomplete and biased. Drawing on a unique survey of governmental refuse collection service directors, matched with a survey of refuse collection vendors operating under municipal contracts, we show that the vendors’ management activities offset the decline in management capacity that occurs when governments contract for service delivery for this particular service. Governments can «buy» management activities when contracting for service production. |

The article is based on the Copenhagen Municipality Report 2007. The information and analytic work related to the assessment and modification of the administrative and management activity in the municipality of Copenhagen is an example of new methods applied in local government which allow to optimize budget administration and thus to make budget funds spending more effective, to simplify management mechanisms, to involve citizens in the assessment of the quality of municipal services as well as to their immediate participation in considering local issues. |
