The article is devoted to the organization of interdepartmental information exchange about the provision of public (municipal) services. Th e authors analyze the provision of the Federal Law of July 27, 2010 № 210-FZ "On the organization of public and municipal services" that deals with the issue and problems implementing these provisions. Th e article contains the results of the study of the required interagency cooperation scale. Basing on the analysis, the authors suggest changing the strategy of the organization of interdepartmental information exchange. |

The article uses a methodical approach for creating a system to assess performance of a “service type” agency that carries out a part of the functions through territorial bodies. Th e article considers the subject, tasks, technology and the implementation of the evaluation results. A comparative performance assessment of the territorial bodies is paid special attention to. A methodology was developed and used in practice while doing the research on the topic “Creation of a System of Effi ciency Performance Assessment of Russian Supervisory Bodies of the Executive Power”. |

Continuous improvement of its human resources capacity is the mainstream in Russian Civil Service development. It could be realized through recruiting and retention of qualifi ed servants, and by creating an attractive environment for young specialists. Meanwhile, the conditions of the Russian civil service system do not fully provide this task. Civil Service is inferior to other segments of the labor market, which is comparable to it in terms of skill requirements and labor intensity, in competitiveness of the proposed compensation package, performance evaluation and career prospects. Another important task is introducing institutions and mechanisms of Civil Service into the system of performance management that is becoming increasingly common in public administration. But day-to-day activity of the majority of civil servants nowadays is regulated by traditional instructions, focused on procedural compliance and not on getting specifi c result. Th is greatly weakens the capacity of the implemented performance management methods and discourages qualifi ed civil servants. To solve these problems performance assessment mechanisms based on quantitative performance criteria have been introduced in various countries. Development and testing tools of civil servants performance management is also carried out under federal programs of reforming Russian Civil Service. In this article we propose one possible approach of organizing the process of planning, monitoring and assessing the performance of civil servants basing on the experience of countries with similar practices in public administration. When we organize civil servants performance management in Russia it is important to learn from the experience of countries that have already conducted such activities – to examine their achievements and mistakes. It is logical to assume that application of the experience of countries with similar features of public administration is the most eff ective way to arrange the process of planning, monitoring and assessing the performance of civil servants in Russia. Th is allows, to some extent, to predict the consequences of the introduction of various management techniques. Analysis of seven major administrative models of governance was based on the study of the existing research. Putting together the process of assessing senior civil most typical elements of the evaluation process for each administrative model. According the criteria used, the most similar administrative models for Russian public administration were defi ned. It allowed putting forward some proposals about the civil servants performance management in Russia. The study of the modern Russian practice of civil servants performance assessment in the federal and regional authorities confirmed the validity of the proposed criteria and evaluation methods. Finally, the main stages of planning, monitoring and assessing the performance of senior civil servants, middle managers and ordinary servants were identified for the proposed evaluation process to be implemented. |

The article pays special attention to the problems, arising due to the implementation of the abovementioned law. |

This article examines principles of the municipal lawmaking in the fi eld of information. It suggests classifi cation of these principles into legal and organizational ones, describes their content as based on the rules and regulations of the current municipal legislation and municipal practice of lawmaking in the fi eld of information. Th is research makes a conclusion about the signifi cance of these principles for the development of an integrated information space for the state and municipal government. |

It analyzes the organization of implementing state programs and the program budget in Moscow (comparing with the requirements and procedures of the Federal level). The author concludes that the problem of the reform is conditioned by actions of the Federal bodies of state power and bodies of public administration of Moscow. |

The article is based on the empirical research done during 2008–2010 within the framework of research projects of the Project-academic laboratory of the municipal management at the National Research University “ High School of Economics” on municipal territories of Krasnodar, Tver, Kostroma, Kaliningrad, Rostov, Novosibirsk, Sverdlovsk. The research found that municipal territorial structure is unbalanced especially in city districts. Th e article considers such a phenomenon of the territorial structure as territorial forms independent of geographical regions and the subjects of the Russian Federation. The existing forms of city districts are characterized and a forecast of possible prospects of their development is made in the article. |

The results of sociological research on the problems of offi cial discipline and revealing of propensity to corruption behaviour of offi cials carried out in the Altay Customs are presented in the article. A system of educational-preventive work of the Altay Customs, the reasons of misconduct, a complex of actions directed to the increase of offi cial and performing discipline, preventive maintenance and counteraction of corruption, their infl uence on educating the staff is analyzed. |

Creation of e-government is impossible without radical institutional changes through the use of ICT (information and communication technologies). Th ese changes require new skills. However, most Russian studies in the analysis of educational needs have focused primarily on the levels of equipment and operational IT skills necessary for ongoing activities rather than on the readiness to initiate and implement necessary reforms. Such approach leads to: a) the lack of understanding of the fact that IT skills are necessary for the e-government builders; b) the failure of the education system to train them; and, consequently, 3) poor performance of e-government projects in Russia Th e paper describes the state of research on the required level of IT skills in the world (1), the research conducted by the e-Gov Center (2), the fi rst in Russia attempt to identify the composition of required IT skills (3), the results of e-government projects (4), the correlation between IT skills level and e-government projects results (5), main conclusions (6) and next steps (7). Th e analysis brings out a direct relationship of e-government projects implementation problems with the lack of specifi c IT skills needed due to the nature and content of such projects. Using the results of these studies, when applied during the designing of training programs for civil servants, should lead to greater effi ciency and eff ectiveness of e-government projects both in Russia and other countries. |

This article is devoted to the infl uence that educational institutions of primary, secondary, or higher vocational level have on the set-up of social and economic vital functions of local community. Here you can fi nd a general description of the system of vocational education at the local level. According to our investigation the most advantageous educational form for a local government as well as for employers is tuition by correspondence. Institutions of vocational education in turn seem to be "fi xing agents" of young people at the local level. |
