ЦИФРОВОЕ УПРАВЛЕНИЕ И РОЛЬ МИГРАНТОВ В ГОСУДАРСТВЕННОМ УПРАВЛЕНИИ: СРАВНИТЕЛЬНЫЙ АНАЛИЗ ТАИЛАНДА И ИНДОНЕЗИИ
Аннотация
This paper examines how digital governance systems enable public administration organisations in Thailand and Indonesia to enhance the effectiveness of their management of migrant populations. It employed qualitative methods, including document assessment and interviews with public administration personnel and migrant community representatives, to conduct a comparative study between Thailand and Indonesia. It evaluates digital governance systems, their associated policies, and execution methods for migrant service delivery. It shows that Thailand uses digital governance to enhance migrant service delivery through comprehensive system integration, real-time data management, and stakeholder participation. The research reveals that Indonesia faces two primary obstacles, stemming from inadequate infrastructure and inconsistent policies. In addition, the research provides essential knowledge about digital governance in public administration, demonstrates its value in addressing the complexities of migration management, and offers guidance to policymakers facing similar challenges.
