ПЕРСПЕКТИВЫ УКРЕПЛЕНИЯ АСПЕКТА НАЦИОНАЛЬНОЙ БЕЗОПАСНОСТИ В РАМКАХ ПРОГРАММЫ ВЫСШЕГО ОБРАЗОВАНИЯ В ОБЛАСТИ ГОСУДАРСТВЕННОГО УПРАВЛЕНИЯ НА ФИЛИППИНАХ

Аннотация

This study examines the extent to which National Security (NS) is integrated into graduate Public Administration (PA) curricula in selected Higher Education Institutions (HEIs) in the Philippines.  It places these findings into selected Asian practices in security-related graduate education. Using a convergent mixed-methods approach, data were collected through an online survey of 72 HEIs and key informant interviews with 27 Public Administration and Security Studies experts. Findings reveal that NS is insufficiently covered, often appearing as a topic within existing courses rather than a dedicated subject. The study highlights the need for structured NS integration to equip future public administrators with competencies for governance and security challenges. Key implementation constraints include faculty shortages, limited instructional materials, and curriculum crowding. Despite these barriers, there is strong support for formalising NS education through a Memorandum Order (CMO) from the Commission on Higher Education (CHED). The study recommends developing a stand-alone NS course or strengthened security modules within core PA subjects, faculty development, partnerships with security and policy institutions, and expanded learning resources.
