ИНДИКАТОРЫ ВНЕДРЕНИЯ КОНТРАКТНОЙ СИСТЕМЫ КАК ИНСТРУМЕНТА ОРГАНИЗАЦИИ РЕГУЛЯРНЫХ ПАССАЖИРСКИХ ПЕРЕВОЗОК В РОССИИ
Аннотация
Процедуры организации регулярных пассажирских перевозок в России находятся на этапе активной трансформации. Федеральный закон N 220-ФЗ от 13 июля 2015 г. предусматривает две альтернативные процедуры: перевозки по нерегулируемым тарифам (на основании свидетельств) и по регулируемым тарифам (на основании контрактов). Вторая модель открывает больше возможностей для повышения качества транспортных услуг, в связи с чем используется при реформировании систем общественного транспорта. В статье анализируется степень внедрения контрактной системы на основе данных реестра контрактов ЕИС «Закупки» за период 2015–2024 гг. С применением предложенных индикаторов оценивается, продолжают ли заказчики заключать контракты на постоянной основе после первоначального перехода, а также выявляются типы государственных и муниципальных органов, которые внедрили контрактную систему раньше других и используют ее наиболее активно. Представленные результаты позволяют охарактеризовать степень внедрения контрактной системы в сфере регулярных пассажирских перевозок и дать оценку практическому применению процедур Федерального закона N 220-ФЗ спустя 10 лет после его принятия.
