The journal Public Administration Issues has been published by the State University - Higher School of Economics since 2007.
The journal is published quarterly in Russian and annually publishes two issues in English. All issues contain original articles by Russian and foreign authors. The editorial board consists of leading Russian and foreign scientists in the field of public administration as well as prominent practitioners. The journal is indexed in the international databases: Scopus, RePEc, EBSCO and the Russian Science Citation Index (RSCI) on the platform of Web of Science. The journal is included in the list of key peer-reviewed scientific journals and publications recommended by the Higher Attestation Commission under the Ministry of Education and Science of Russia for the publication of the main scientific results of dissertations for the academic degrees of candidate and doctor of science in the field of Public and Municipal Administration.
The journal Public Administration Issues focuses on the following subject areas:

− Factors and Assessment of efficiency in public and municipal administration.
− Innovations in the system of public and municipal administration.
− Planning and forecasting in the system of public and municipal administration.
− Staff of the state and municipal service. Management of personnel in public and municipal bodies and in organizations of the public sectors.
− Financial, logistical and information resources of the state and municipalities.
− Public service.
− Functional features of public sector organizations.
− Partnership of the state and municipalities with non-governmental nonprofit organizations. Economic and administrative challenges facing “third sector.”
− Development of education programs on public administration.
The readership of the journal – researchers, experts and practical workers in municipal and public administration, as well as many other readers, who are interested in public and municipal administration in Russia and Abroad.
All the papers submitted for publication in the "Public Administration Issues" Journal, undergo reviewing and approval by the editorial board.
The final decision concerning the acceptance or rejection of a paper is made by the editorial board.
The manuscript submitted to the editors is subjected to initial review and verification for compliance with the topics of the journal and formal editorial requirements. If the paper doesn’t comply with the subject matter of the journal it excludes from further consideration, the author is notified about it.
Then the paper is assigned for reviewing to an expert, who is a member of the editorial council (internal review). The paper can also be submitted for evaluation to an independent expert (peer review).
Review process is anonymous for the referee as well as for the author.
After reviewing the article may be rejected, sent to the author for revision, or accepted for publication. The review should include:
- General evaluation of the paper’s content and principal judgment on whether it could be published in the Journal.
- The specific enumeration of errors in the methodology and tools (if any).
- Suggestions for improving the text.
Upon receipt of a positive conclusion of the referee the paper is placed in the portfolio of editorial board for further publication. The executive secretary of the editorial board should inform the author about it.
Upon receipt of an unfavorable verdict of the reviewer the paper is discussed at the working group meeting of the editorial board, which makes a decision on rejection of the article or the need for further review by an independent expert.
In case of paper’s rejection, the author sent a notification letter signed by the executive secretary of the Journal.
The final decision on the publication of the paper and approval of the total contents of the journal’s issue are adopted at a meeting of the editorial board.
The procedure for review and approval of articles is from 1 to 6 months, further articles are published in order of priority. The Editorial Board may decide on an extraordinary publication of the paper.Preparing an article for publication undertaken by the editors includes normal literary editing and fine-tuning of the text according to the internal editorial standards adopted for the journal. All the changes made by the editors are to be coordinated with the author.
The editorial Board of the journal and the administration of the website of the journal do not transfer personal information in any way specified by the users when working with the website of the journal to third parties, except for those cases and to the extent specified in the terms of the copyright agreement.
The affiliation work and e-mail address of the authors of the manuscript accepted for publication will be published in the section "information about the authors" of the printed version of the journal and in the section "about the authors" on the page of the article on the website of the journal.
The phone number of the corresponding author will be known only to the editorial Board Secretariat and will only be used in cases of emergency.

Ethical principles of editors
The editor of a peer-reviewed journal is responsible for deciding which of the articles submitted to the journal should be published. The validation of the work in question and its importance to researchers and readers must always drive such decisions. · An editor should make decisions on which articles to publish based on representational faithfulness and scholarly importance of the proposed work.
- An editor should be alert to intellectual property issues and must not to publish information if there are reasons to think that it is plagiarism.
- An editor should evaluate manuscripts for their intellectual content without regard to race, gender, sexual orientation, religious belief, ethnic origin, citizenship, social set-up or political philosophy of the authors.
- Unpublished materials disclosed in a submitted manuscript must not be used in an editor's own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
- An editor should take reasonably responsive measures when ethical complaints have been presented concerning a submitted manuscript or published paper, in conjunction with the publisher (or society). Every reported act of unethical publishing behavior must be looked into, even if it is discovered years after publication.
Ethical principles of publishers
Publishers should provide reasonable practical support to editors and define the relationship between publishers, editor and other parties in a contract.
- Publishers should protect intellectual property and copyright. · Publishers should foster editorial independence.
- Publishers should work with journal editors to set journal policies appropriately and aim to meet those policies, particularly with respect to editorial independence, research ethics, authorship, transparency and integrity (for example, conflicts of interest research funding, reporting standards), peer review and the role of the editorial team beyond that of the journal editor, appeals and complaints.
- Publishers should communicate and periodically review journal policies (for example, to authors, readers, and peer reviewers).
- Publishers should assist the parties (for example, institutions, grant funders, governing bodies) responsible for the investigation of suspected research and publication misconduct and, where possible, facilitate in the resolution of these cases.
- Publishers are responsible for publishing corrections, clarifications and retractions.
Ethical principles of reviewers
Peer review assists the editor in making editorial decisions and through the editorial communications with the author may also assist the author in improving the paper. That is why actions of a reviewer should be unbiased.
- Any manuscripts received for review must be treated as confidential documents. They must not be shown to or discussed with others except as authorized by the editor.
- Reviews should be conducted objectively. Personal criticism of the author is inappropriate. Referees should express their views clearly with supporting arguments.
- Unpublished materials disclosed in a submitted manuscript must not be used in a reviewer's own research without the express written consent of the author. Privileged information or ideas obtained through peer review must be kept confidential and not used for personal advantage.
- Any selected referee who feels unqualified to review the research reported in a manuscript or knows that its prompt review will be impossible should notify the editor and excuse himself from the review process.
Ethical principles of authors
Authors realize that they are responsible for novelty and faithfulness of research results.
- Authors of reports of original research should present an accurate account of the work performed as well as an objective discussion of its significance. Underlying data should be represented accurately in the paper. A paper should contain sufficient detail and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.
- An author should ensure that they have written entirely original works, and if the author has used the work and/or words of others, then this has been appropriately cited or quoted. Plagiarism in all its forms constitutes unethical publishing behavior and is unacceptable.
- Proper acknowledgment of the work of others must always be given. Author should cite publications that have been influential in determining the nature of the reported work. Information obtained privately, as in conversation, correspondence, or discussion with third parties, must not be used or reported without explicit, written permission from the source. Information obtained in the course of confidential services, such as refereeing manuscripts or grant applications, must not be used without the explicit written permission of the author of the work involved in these services.
- An author should not in general publish manuscripts describing essentially the same research in more than one journal or primary publication. Submitting the same manuscript to more than one journal concurrently constitutes unethical publishing behavior and is unacceptable. The author must not submit for consideration an article previously published in another journal.
- All those who have made significant contributions should be listed as co-authors. Where there are others who have participated in certain substantive aspects of the research project, they should be acknowledged or listed as contributors. The corresponding author should ensure that all co-authors have seen and approved the final version of the paper and have agreed to its submission for publication.
- When an author discovers a significant error or inaccuracy in their own published work, it is the author's obligation to promptly notify the journal editor or publisher and cooperate with the editor to retract or correct the paper. If the editor or the publisher learns from a third party that a published work contains a significant error, it is the obligation of the author to promptly retract or correct the paper or provide evidence to the editor of the correctness of the original paper.
The Journal retains the right to reject any manuscripts submitted for publication that do not conform to the aforementioned guidelines.
