DEVELOPING A MODEL OF DIGITAL MATURITY OF PUBLIC ADMINISTRATION IN THE REGIONS OF THE RUSSIAN FEDERATION
Abstract
This article addresses the problem of insufficient diagnostic depth in the current approaches to assessing the digital maturity of public administration in the regions of the Russian Federation. The federal methodology proposed by the Ministry of Digital Development focuses on external performance indicators of digital transformation but does not fully reveal the internal organizational capabilities of government agencies. At the moment, the methodological and empirical basis for assessing the level of digital maturity in the regional context remains limited and fragmented – there is no unified approach to operationalizing the concept of "digital maturity.There is a demand for a general methodology to conduct a correct interregional analysis; to form proven tools for identifying factors influencing the differences in the dynamics of regional digital transformation. The aim of this research is to develop a comprehensive and adaptive model for assessing digital maturity in regional government bodies, enabling a structured diagnosis of the digital development status of ministries and departments across Russian regions. The research methodology includes a review of domestic and international academic literature, systematization of digital maturity models, content analysis of strategic documents, and expert generalization of practical cases. The proposed model comprises six blocks: strategic management and digital culture; personnel and digital competencies; processes; models and data; digital products; infrastructure and cybersecurity. Each block is operationalized through a set of measurable indicators that enable a formalized assessment and the development of a composite index of digital maturity. The study contributes to new knowledge by integrating organizational, technological, and cultural components into a unified diagnostic framework. The results make it possible to compare digital maturity across different regions and to identify development priorities for specific agencies. The model is designed to be flexible and adaptive to the evolving technological environment. The practical significance of the work lies in the applicability of the model for regional authorities seeking to monitor and manage their digital transformation more effectively.
