IMPLEMENTATION AND EVALUATION OF PROACTIVE GOVERNMENT SERVICES: A METHODOLOGICAL APPROACH

Abstract

The Russian Presidential Decree envisages the transfer of 100 mass socially important services into a “proactive mode” by 2030. It is assumed that the relevant changes will lead to a significant leap in the perceived quality of services and in the optimization of their delivery processes. The aim of this study is to develop a methodological approach to the implementation and evaluation of proactive government services.  The proposed approach enables the evaluation of proactivity aspects, which previously lacked clear assessment criteria; defines the target state of proactive government service delivery within technological and legal constraints; and systematizes challenges in implementing the proactive regime. The paper addresses the tasks of theoretically substantiating the modern understanding of proactivity of government services, categorizing government services by target levels of proactivity for systematic practical application, developing criteria for assessing the state of proactivity in government services and developing appropriate methodological tools for systematic implementation of proactivity in the sphere of public services. To solve the problems, the research employs a combination of methods: formal legal analysis, analysis of literature and regulatory documents, in-depth expert interviews, and quantitative assessments. The significance and novelty of the work are determined by the development of a universal approach to assessing government service proactivity, applicable for the consistent and systematic implementation of proactive government services in practice, while identifying and addressing challenges in digitalization and proactivity across various sectors of public administration.
