ON THE VALUE FOUNDATIONS OF THE CULTURAL CODE OF RUSSIAN STATEHOOD

Abstract

The study explores the cultural code of Russian statehood as a system of values, institutions, and enduring administrative traditions. The research problem lies in the contradiction between the value-based nature of Russian statehood and the formal governance practices that do not always reflect its cultural and civilizational foundations. The purpose of the study is to outline and conceptualize the range of value-based and institutional issues associated with the cultural code of Russian statehood that influence the formation and specificity of administrative traditions from the standpoint of public administration, as well as to identify directions for further analysis of these foundations in the context of contemporary administrative practices. The study addresses the following objectives: the concept of the «cultural code» in relation to «culture», «civilization», «values», and «identity»; examine Russian legal documents on traditional spiritual and moral values; reveal institutional practices reflecting the cultural code at different historical stages; and substantiate directions for applying this concept to improve public administration and civil service training. The empirical basis includes Russian normative acts, historical sources, and texts of political and legal thought. The theoretical framework combines axiological, institutional, and comparative-historical approaches. The findings show that the cultural code of Russian statehood is expressed through the value of service, the principle of centralization complemented by dialogical practices (sobornost, autonomy), and the civilizational identity of the «state-civilization». The study’s novelty lies in the systematic analysis of the cultural code as an independent object of research. Its practical significance stems from the potential use of results for developing value-oriented governance models and civil service training programs.
