HUMAN-CENTRICITY IN PUBLIC ADMINISTRATION: SCIENTIFIC DISCOURSE AND CONTEMPORARY RUSSIAN PRACTICE

Abstract

The article examines the principles of human-centricity, their implementation in the Russian practice of public administration, identifies the mechanisms of human-centricity, their advantages and disadvantages. The practices of human-centricity in state corporations, in the non-profit sector, and at various levels of public administration are considered. The article highlights the problem of the "asymmetry" of the public administration system in targeting external and internal clients, as well as the need for further specification and improvement of human-centered approach practices, elimination of their shortcomings and regulatory consolidation of human-centered principles in public administration.
